Blueprint evaluated The California Endowment’s information technology Circuit Rider Program, a pilot program to strengthen grantees’ basic IT infrastructure. Blueprint worked with The Endowment to evaluate the program’s strengths and limitations and its prospects for achieving its intended outcomes, and provided concrete recommendations about the program design to strengthen its impact.
