Catherine Crystal Foster
Catherine Crystal Foster is an independent consultant, specializing in advocacy and policy related to health and human services, with a focus on children, youth, and families. She is a strategic partner with Blueprint on the firm’s policy and advocacy evaluation work. Her consulting practice includes strategy, evaluation, and issue analysis for grantmakers, as well as policy research and advocacy on behalf of non-profit organizations. Catherine has lectured on welfare policy at Stanford Law School, authored welfare legislation for the District of Columbia, directed anti-poverty programs at the National Association of Child Advocates (now known as Voices for America’s Children), and represented Latina domestic violence victims at Ayuda – Clínica Legal Latina. She received a B.A. from Yale University and a J.D. from Harvard Law School.
